International expert meeting (IEM) on the achievements and problems in developing cross-border cooperation / neighbourhood programmes with the ENP an EP partners countries and Russia in the frame of the ENPI Cross-border Cooperation Programme

The International Expert Meeting (IEM) was held in Chisinau, on 26-27 November, 2010, at JAZZ HOTEL.
The aims of the IEM were: 1) to consider the implementation of the EU ENPI on cross-border cooperation; 2) to analyse the in so far achievements and problems in developing different programmes and modes of cross-border cooperation in particular countries and regions respectively; 3) to elaborate proposals and recommendations for the particular country’s government, local and regional authorities involved, the institutions of the cross-border cooperation where they have been established and the competent EU’s structure.
As the result, participants discussed a diverse range of issues such as EU Neighborhood Policy (ENP) and Eastern Partnership policy with emphasis on EU-Moldova relations, the practical aspects of EU-Moldova cooperation in the field of education, regional and cross-border collaboration.

The IEM was attended by experts, representatives of local and regional authorities and of the existing bodies of particular cross-border cooperation programmes or organisations, NGOs, academics, representatives of the relevant governmental agencies. The Seminar gathered about 37  participants.
Participants of the IEM  have adopted the recommendations ( English,  Russian) for EU agencies and Moldova authorities among which were: 1) to further elaborate the cross-border cooperation in the future ENP and Eastern Partnership (EP) programmes as an important tool for the achievement of the aims of these policies and especially for creating an area of stability, peace, sustainable development and overwhelming social and economic progress on the EU external borders; 2) to ensure the equal position of regional and local communities from the ENP and EP partner countries respectively in the managing and decision making in the Euroregions along the EU external border.
