Workshop for Civil Servants and Civil Society Representatives in Ukraine

The seminar for representatives of civil society and institutions was organized in Odessa on May, 9-10, 2010. The goals of the Seminar were: 1) to provide analysis of different aspects of the EU – Ukraine cooperation, covering both theoretical and practical dimensions of this cooperation, and 2) to elaborate recommendations to the EU bodies and governmental institutions of Ukraine concerning the intensification of this cooperation.

With this in mind, participants discussed a diverse range of topics such as the relevant EU policies and EU-Ukraine relations (including the theoretical background on decision-making procedure within the EU in the context of the Lisbon Treaty, EU Neighborhood Policies (ENP) and Eastern Partnership policy with emphasis on EU-Ukraine relations, the renewed strategy of Ukraine towards the EU, as well as the practical aspects of EU-Ukraine cooperation with a focus on the assessment of the threats of illegal migration to Ukraine, EU instruments of technical aid for Ukraine, energy cooperation between EU and Ukraine), EU-Ukraine cooperation in the field of social and economic development of Ukraine (including cooperation between the EU and Ukraine on educational issues, investments etc), regional and cross-border cooperation.

The Seminar was attended by academic staff and students of Odessa universities, representatives of local authorities, representatives of civil society, experts etc.

The main result of the Seminar was the preparation of the recommendations ( English, Ukrainian), among which were: working out a clear strategy of cooperation between the EU and Ukrainian civil society to make it more functional, involvement of civil society in elaboration of all agreements between the EU and Ukraine, necessity of EU assistance to the efforts of Ukraine to build a transparent model of governance, functioning of relevant programs and projects for the civil society bodies in order to influence state agents, popularization of European ideas, facilitation of the transparent allocation of the technical aid and its smooth distribution to concrete NGO or private companies, post-project monitoring, etc.
